About Bill:
Bill Garlen has extensive experience in designing, developing and instructing courses online and in the classroom in business, management, leadership, marketing, mechanical engineering, real estate, appraisal, adult continuing education, occupational skills, safety and a wide range of computerized applications.
Bill finished a Doctorate of Theology
program from Baptist Seminary and is writing his dissertation for a PhD in
Christian Leadership from LBU. He holds a Master of Arts in Management and
Leadership from Liberty University and a Bachelor of Business Administration
from Northwood University. He has an extensive 20 year background in small
business entrepreneurship, management and marketing, combined with over 15 years
instructing and directing adult learners online and in the classroom. He
is Blackboard Certified, works in Angel, WebCT,
eCollege and most other online learning management systems. Garlen
has extensive knowledge in teaching adult learners both on-ground
and online for university faculty. Bill has experience, understands, and
puts into practice the unique characteristics of adult learners, effective instructional
strategies for both online and face-to-face ground delivery, best practices in
teaching and learning, and writing curriculum. He has designed training programs
for delivery by video and computer for synchronous and asynchronous delivery.
Recently Garlen ETC finished developing the curriculum, syllabus, and course at Fort Stewart, Georgia for an alternative non-traditional course for drivers charged with a serious moving traffic violation, those involved in a traffic accident, and those considered being at-risk or high-risk drivers. The course involved several behavior modification techniques and taught a social-cognitive approach to behavioral remediation. It compared the past behavior of the student and contrasted that with accepted behavioral norms. The techniques applied allowed students to gain a knowledge and understanding of their at-risk or high-risk behavior while providing emotional stimuli and encouragement to prevent recidivism. The course was taught at Hunter Army Airfield in Savannah, Georgia and at Fort Stewart in Hinesville, Georgia.
Garlen is presently a contracted consultant with Georgia Quick Start developing syllabus, curriculum, and instructing on a number of technical training projects for international corporations in the Eastern Region of Georgia.
Garlen’s instructional experience for
almost twenty years started as being a military instructor training new soldiers
in occupational specialties for all mechanical equipment in the Army’s
inventory. This included everything from aircraft to typewriters.
Afterwards he served as a technical college instructor, for almost four years,
performing training needs analysis, developing courses and curriculum as an
Instructional Coordinator with the technical institute. During that period he
was also contract instructional coordinator and lead instructor to develop
occupational training programs at the federal prison. He remains on the
Board of the Federal Correctional Institute at Jesup.
Garlen ETC is a State of Georgia approved
Real Estate School and Bill Garlen is approved as a School Director and
instructor for licensed adult continuing education. Garlen ETC with Bill as
Director and senior lead instructor contracted with Fort Stewart, Georgia
providing instructors for over 10 years for adult continuing education
certificate programs. The company enrolled, managed, and instructed over
1000 adult learners per month.
Bill worked his way up to executive
management in large corporations, trained as a military officer, owned his own
successful business, and supervised volunteer organizations. He has served on
the Board of Directors of publicly-traded companies, as a lead director, and as
chairman of both the audit and compensation committees. Through all of these
experiences in business and leadership, he has continued to be a constant
student, always seeking more knowledge; both to improve his own skills, and to
be better prepared to share those skills by mentoring and training others.
Garlen has extensive depth in balancing
state, federal and institutional requirements with the practical needs of
academic, business and industrial organizations. His work with and for both
governmental agencies and large corporations gives him a unique insight into the
business structures of both, and enables him to communicate a real world
knowledge with associates and learners. Throughout his career as a businessman,
a teacher, and student, Garlen has been honored to consult and share insights
with young people, owners of multi-million dollar companies, nationally
recognized attorneys, U. S. Congressmen, and sitting Governors.
